There should be a player limit of Shinigamis because 99% of the server ends up being Shinigami. This means other races can't win Race Wars nor can they get charges. They player cap for shinigamis should be around 15-25 people.

You realize that changes almost every wipe right? Last wipe 99% of the players were Vaizards/Humans. Wipe before that were Arrancars/Hollows I think. It changes to literally random races. It's a cycle of how many people feel like making of what race. Honestly before you go saying stuff like this you should observe the masses for a few wipes lol. Watch how the dom. race changes almost every wipe.
