Just read the new chapter and I think Vand. Quincy should be differentiated from regular quincy. The strongest vand. Quincy should be A and then next is B, Then C, Then D. So on until Z I would assume. Although in order to get a rank you should prolly be past lvl 700 unless you're the Strongest Quincy thus you would be A regardless of lvl as long as you are the strongest.
