Maybe to my suggestions be implemented, several new systems need to be added. I don't know much about coding on byond, neither if it is difficult or impossible to make my suggestions, however I'll try to give my point of view on what we lack on these bleach games.
A system in which it is possible to dominate places, thus giving bonus to races. Ex: The hollows can conquer Karakura by taking over the map and holding it (Some house or building created) and killing its races (players). Or even the Soul Society can attack the Hueco Mundo, aiming to kill the espadas and the hollows, conquering the Las Noches (by holding the castle) and getting a bonus after sometime inside of it. Alliances could be formed, between the earth races with the Soul Society or the hollows. Making the game much more fun. Basically it would be. Soul Society (And it's allies) vs Hueco Mundo. (And it's allies.) Also being possible forming a third group composed of the races of Karakura. (Fullbringers, Vaizards, Quincy...) Karakura should have a control point that could be conquered if hold by (X minutes). Same thing for Las Noches and the Sereitei.
The bonus could be 2x by each map conquered. (Sereitei, Las Noches or Karakura/Urahara base maybe?.)
Objectives for the ranks.
Honestly, I was thinking that the game could be much more interesting if we give more goals for the ranks and also benefits, making them naturally feared players. Besides that only the best players should fill these ranks, being able to be challenged and chosen by the leader of his faction. Also being able to create alliances between other races.
SOUL SOCIETY:
(1) Captain-Commander of the Gotei 13 (First Division): Commander of the captains, this figure should have control over all Captains, being able to choose/remove them (Removing only with a strong reason). Being also able to be challenged for his rank, as well as all other ranks. His main objectives would be protect the soul society and destroy its enemies, always fighting against the hueco mundo ranks, aiming to keep the Sereitei clean from hostils races and fights between their own ranks. (Captain fights.) I do not know if this game has any system of balance between the purified hollows and the non-purified. If it doesn't has, it would be interesting to add it, giving one more goal to the soul society. (Control the amount of hollows, preventing the fracture of the balance)
Other means to choose new captains, without interference of the Captain-Commandar could be: (As I said before challenging him/ Trial by Combat) A duel to death, accomplished with the assistance of a gm.
Personal Recommendation: To have personal recommendations from at least six captains and approval from at least three of the remaining seven.
Lieutenants: Choosen by captains, they have would have the function of executive officers for their division, having authority on the other shinigamis of their squad. Aiming to control the conflicts inside their division. Ex: There is a player killing people from their own squad or others squads, he could punish him somehow...Always reporting important things to his captain. (Captains also reserve the right to appoint multiple lieutenants at a single time, though this should be rarely done. The captain should need strong reasons like, having a very populous squad.
(2) Second Division (House of the Stealth and Punishment Forces.) The Captain of this squad and leader of Onmitsukido, will be responsible to perform murders and secret missions given by the Captain-Commander. Ex: The murder of some Espada or even the Aizen Figure, as well as his capture. (The construction of a prision on the Soul Society, would be something really good, as well a system of capture or grab. Punishing players that kill their own race, as well preventing an opposing figure to level up for a limited time, causing a war since his allies will try to rescue him. ) These missions will be always conducted by the Captain or his liuternant, along with others choosen by them.
(3) Third Division: They have the objective of tracking enemies, analyze other lands and camouflage, being able to help the second squad in accomplishing their missions, and take care of the prison system. (Some skills would be needed, the gms can choose it however they want but here are my suggestions: An advanced skill to locate people and the ability to camouflage their group energy.)
(4) Fourth Division: The medical/supply division, responsible for both treating the injured and aiding the soul society in wars or events, being able to buy medicine for the half price. They need a few benefits as healing and resuscitation skills. (Suggested in other topic by someone)
(5) Fifth Divison: Responsible for monitoring if the Soul Society is ready for wars, with the obligation to train and teach new players (Except for trolls or players who do not want to learn.) always monitoring the shinigami's levels and comparing them with the other factions, reporting to the Captain-Commander how the situation is.
(6) Sixth division: Responsible for keeping records. Such as who has been jailed, how many times, who rescued them, or were they released. There are traitors? Who? How many...Etc. And also they have the control over the prision gates. (If implemented.)
(9) Ninth Division. They would be responsible for the protection of Sereitei and it's portal, being able to be called to safeguard it, when necessary. They are not obliged to stay there forever but, when necessary they would be obliged to expel other races from there along with the others shinigamis that are on the Sereitei. The Captain and his lieutenant, aims to keep the Sereitei a clean place from pks. (Specifically is in charge of the defense of the seireitei)
(11) Eleventh Division: The strongest players to fight. Are solely responsible for acting in the wars and events bringing victories for the Soul Society. (Constantly sent to waging war)
(12) Twelfth Division: Technology Department, having the goal to control the number and force of the opposing factions, strengthening the Soul Society with equipments and also may modify their skin the way they want without cost. It is up to gm's to decide what they could offer to the SS, however my ideas are: Computers being able to monitor any marked player on the game. Syringes of wounds regeneration and also hidden mines to plant in the ground.
(7,8,10,13) Seventh, eighth, tenth, thirteenth divisions: Battle and support squadrons, organized to support any of the other squads in their tasks, as well support the alliances created by the Captain-Commander.
The Hueco Mundo.
King of Hueco Mundo: This figure will be responsible by naming the espadas. Having full authority over the hollows. He aims to expand his territory and is in constant conflict with the Soul Society. Also responsible for creating the arrancars and administering strength of their race.
Espadas: Those among the Arrancar that excel all the other ones in skill or level are chosen and favored according to their strength and assigned a number from 0 to 9 by the King Figure, holding absolute power and authority over the other hollows. They will have the objective of protecting Las Noches and keep the Hueco Mundo clean of interventions. Receiving missions directly from the king. An espada can be challenged for another arrankar for his rank, with an aid of a gm. They also can be changed according to the will of the king, who also can be overwhelmed and challenged from time to time.

These classes of hollows will respond directly to the espadas, to help them fulfill their missions, eventually becoming Fraccions if promoted by the King and the Espadas, they will evolve to Arrancar and will be given the title of Fraccions. (If the Espada think any player deserves to be turned to arrancar and then become his fraccion, they will bring this subject to the king and he will judge it.)
The Karakura's races. (Honestly I can't think much about these races, they honestly should create a large faction to be able to compete with the SS and HM, since everyone chooses the other races.)
Quincy: They are specialized in the war against Hollows. His alignment/alliance should be decided by the elder, as well as their ranks. (Their leader should be able to mark traitors and also the Elder can be challenged for his rank with the aid of a gm.)
Vaizards: Their alignment/alliance should be decided by the leader. (^ 2)
Strongest's Inoue and Sados's: They should be able to get inside the Xcution.
Fullbringers: Alignment and ranks decided by the leader. (He should be able to control the members inside of the Xcution. Being able to remove or add people inside of it)
